Salary:  GBP33486 - GBP37568 per annum + Plus Benefits


MMP Consultancy currently have an opportunity for a Senior Technical Officer in Asset Management and Climate Change to join a local authority based in East Devon.

This will be a permanent position paying £33,486 – £37,568 per annum plus benefits

The Role:

To be responsible for the work, staff, and asset management of the Council’s housing stock; provide technical expertise and advice; manage the major revenue improvement and capital budgets; and the contractors delivering programmed works.  Oversee matters relating to legal compliance always ensuring the safety of stock and tenants.

Job Purpose:

  • Responsible for the budget, work, staff, and the cyclical programmed and planned works to the Council’s housing stock including service and annual/periodic maintenance contracts.
  • Responsible for ensuring all planned works and cyclical maintenance projects are delivered in line with statutory Regulations and are fully compliant across the stock. All projects are to be managed in line with current legislation to always ensure the safety of tenants and their properties. Ensure we are leading good practice in relation to our approach to asbestos, gas safety, fire risks and all other areas of compliance and safety across our stock.
  • Ensure that all projects are delivered in line with the aims and targets of the Councils Climate Change agenda, aims and targets.
  • Provide site supervision and contract management; valuation of work and authorise payment of invoices.
  • Manage contracts and contractors undertaking work to council homes.
  • Develop, maintain, and monitor programmes for the maintenance and improvement of council dwellings including.
  • Develop a Carbon Management policy and procedure for the Council’s housing stock, and to improve the SAP rating of its dwellings.
  • Promote and utilise modern procurement methods for the purchase of services and contracts; ‘e’ procurement
  • Undertake projects designed to assist the Property & Asset Team achieve its objectives, targets and performance measures ensuring compliance with all Health & Safety requirements/Statutory Regulations.
  • Support and assist the Property & Asset Manager to perform his/her functions and objectives and ensuring Decent Homes compliance.
  • Provide cover for the Contracts Manager (Reactive Repairs & Voids) and the Senior Compliance Manager when necessary.
  • Undertake a variety of projects to improve and maintain the current services provided by the Property and Asset team. 
  •  Contribute towards the Homes and Communities Plan, HRA Business Plan and Housing Service Plan.
  • Work with partners and customers to deliver initiatives which improve the quality and standards of the Council’s housing stock.
  • Provide reports and information for annual returns or benchmarking or performance measures as required by the Property and Asset Manager.
  • Assist in advancing tenant participation and involvement to ensure that tenants and leaseholders influence the management and maintenance of their homes.
  • Provide effective leadership and strong performance management of the asset team. Be accountable for staff related matters within the team by ensuring that Human Resource policies are implemented appropriately including performance management, learning and development, absence, discipline, and grievance issues.
  • Encourage a learning culture and positively manage the training and development of the Property and Asset Team.
  • Perform any other relevant activities, commensurate with the grading of the post, in negotiation with the Property and Asset Manager.
  • Participate in the out of hours repairs service and be prepared to provide advice and assistance outside normal working hours and at weekends when required.
  • Manage the financial monitoring and performance of budgets and resources effectively and in accordance with the Council’s Financial Regulations.  Ensure that the service operates within agreed financial criteria and achieves best value in procurement and tender exercises.
  • Be part of or lead multi-disciplinary and corporate teams as needed to identify and make improvements to service delivery and performance.
  • Provide effective leadership and strong performance management of the Planned Works/Asset Management team. Be accountable for staff related matters within the team by ensuring that Human Resource policies are implemented appropriately including performance management, learning and development, absence, discipline, and grievance issues.
  • Encourage a learning culture and positively manage the training and development of Asset Management and Climate Change Team.
  • Manage the financial monitoring and performance of budgets and resources effectively and in accordance with the Council’s Financial Regulations.  Ensure that the service operates within agreed financial criteria and achieves best value in procurement and tender exercises.
  • Be part of or lead multi-disciplinary and corporate teams as needed to identify and make improvements to service delivery and performance.
  • Make sure that the Planned Works/Asset Management and Climate Change Team offers a customer focused service using systems thinking principles.
  • Support the Council’s approach to equalities and diversity ensuring that our services and policies identify, address, and promote the needs of our diverse community.  This includes the need for safety of children and other vulnerable people.
  • Take personal responsibility for the relevant aspects of the Council’s Health and Safety Policy.
  • Ensure awareness and compliance with the Council’s policies, Health & Safety/Statutory Regulations, Code of Conduct and Constitution.
  • Evaluate and assist in managing risk within the service.
